I am not generally one to tout free or low-cost alternatives to Adobe Acrobat; today won't be an exception. Nevertheless, there might be some point where you aren't at your computer (where hopefully you have a full version of Acrobat installed) and you need to make comments to a PDF. In that case I can recommend that you try PDFVue (beta). One person reports (on Twitter) that they use this program to fill out faxes that arrive in their office by email.
PDF Vue is REALLY slow if you're using a file bigger than a page or two.
I'd recommend the free PDF editor http://www.pdfescape.com
Many more features, much easier interface, still free....

While I'm in agreement on Acrobat as the king of PDF *creation* I'd just like to say that for *reading* PDFs (at least on a Mac) Skim kicks Acrobat Reader's butt up and down the playground.

I just tried PDFVue and didn't find it slow at all. I actually found a 25 page graphics intensive PDF and it worked surprisingly well. I suppose as with any online application, too much traffic can slow things down.
